No matter which FTP client he uses, he should see the cgi-bin folder as in the screenshot (ftp2.jpg)
Your user(s) can store his CGI/Perl script, file "test.cgi" for example, in the cgi-bin folder and access it/them as follows:
Within your LAN:
http://mate3/cgi-bin/test.cgi
If you already setup domain for your user, he can access his CGI/Perl script worldwide:
http://www.mate3_domain.com/cgi-bin/test.cgi
